Trafford's 14-19 Partnership Board Terms of Reference
General
The overarching responsibility of the strategic planning and direction of 14-19 in Trafford rests jointly with the Local Authority and Learning Skills Council. This responsibility is discharged in the spirit of close partnership with stakeholders.
The 14-19 Partnership Board will give steer to the Strategic Group. The Board will represent all key stakeholders and have regular communications with the Deputy Headteachers' and Headteachers' Forums.
Major items from the Strategic Group will be reported to the Partnership Board on a regular basis.

Frequency of Meeting
At least once per half term but more frequently as needed.
Vision and Purpose
To improve participation and outcomes in terms of education, training and learning through successful implementation of the 14-19 Strategy and Action Plan.
Remit to:
- Maintain an overview to ensure that the Learning and Skills Council's, Local Authority's and Connexions' strategies on 14-19 provision are delivered, and manage any divergence
- Enable effective liaison between the Children & Young People's Board, the Learning Skills Council Greater Manchester, the Local Authority, Connexions, employers and providers
- Establish effective and collaborative working to develop and implement a strategic approach to 14-19 provision across Trafford
- Obtain or commission information as required to inform the Learning Skills Council Greater Manchester and Local Authority of the need for developments in provision for 14-19 year olds in Trafford
- Provide leadership for the Trafford 14-19 Learner Entitlement in the light of regional and national developments and ensure delivery of the Trafford Learner Entitlement
- Manage, monitor and evaluate the implementation of the Trafford 14-19 Strategy and Action Plan
- Act as a scrutiny group in relation to externally funded projects, including 14-19 Local Intervention and Development Fund, Aimhigher and Increased Flexibility Partnership, and receive reports on their outcomes
- Take responsibility for disseminating to the key stakeholders, including those that they represent, developments relating to 14-19 year olds
- Respond to joint area review issues as needed and respond to Service Development needs
- Receive and request progress updates and reports
- Promote the 14-19 agenda across Trafford and strategic working between partners
